California Educational activity Code sections 46600–46610 permits parents/guardians to request an interdistrict transfer/reciprocal agreement. The fundamental basis for this provision is the signing of an agreement between districts. Interdistrict transfer/reciprocal understanding must be approved by both the student's original commune of residence and the district to which the educatee seeks to transfer to. Both districts must approve the agreement earlier it becomes valid. The agreement may extend for a maximum of five consecutive years and may include terms or conditions. It is inside the dominance of either the habitation district or the receiving commune to revoke an interdistrict transfer/reciprocal agreement at any time for whatever reason the local lath or district superintendent deems appropriate.
If a request for an interdistrict transfer/reciprocal agreement is denied, the student's parents/guardians may file an appeal to the county office of didactics in the educatee's district of residence within 30 days of receipt of the official observe of deprival of the transfer.

Interdistrict Transfer Because of Parent Employment/Allen Bill
California Education Lawmaking Section 48204(b) permits a school district to deem a pupil to take complied with the residency requirements for school attendance in the commune if at least one parent/guardian of the pupil is physically employed within the boundaries of that district. School Choice
Under the Every Student Succeeds Act (ESSA) Section 1111(d)(1)(D), for schools identified for comprehensive support and comeback (CSI),the local educational bureau (LEA) may provide all students enrolled in the school with the option to transfer to another public school served by the LEA, unless such an option is prohibited by State law. (ESSA Department 1111(d)(1)(D)(i))
In providing students the pick to transfer to another public school, the LEA shall:

The public school choice (Choice) program nether the No Child Left Behind (NCLB) was phased out in the 2017-18 school twelvemonth due to the implementation of the ESSA. However, LEAs are still required to provide transportation to students who transferred to non-program improvement schools under the NCLB Selection programme and permit such students to remain in the schools of selection until they consummate the highest grade level in that school.
